Duties/Responsibilites:

DUTIES
The Docket Manager provides technical support directly to the Manager of the United States (US) Department of Energy (DOE) Packaging Certification Program (PCP) in the following task
areas: provides technical reviews and analyses of DOE package and transportation safety applications for compliance with 10 CFR Part 71, per the DOE Hazardous Materials Packaging
and Transportation Safety Directive (currently Order 460.1D); coordinates and manages independent regulatory technical reviews and confirmatory analysis of Part 71 applications
reviews performed by the Argonne, Lawrence Livermore, and Savannah River National Laboratories; prepares Safety Evaluation Reports and Certificates of Compliance for the DOE
Headquarters Certifying Official’s issuance; assists in the development of DOE PCP policy and guidance; assists in the development of performance measures; manages the content of the
RAMPAC website (https://rampac.energy.gov/) and the RAMPAC certificate database; manages and maintains the docket management system for DOE package and quality assurance
certification reviews and records; prepares exemptions from Order 460.1D, provides radioactive material (RAM) packaging technical assistance to the DOE and DOE contractors, domestic and
international nuclear packaging professionals, and the public; prepares DOE package and special form applications for submission to the US Department of Transportation (DOT) and Nuclear
Regulatory Commission (NRC) and acts as the working interface for DOE with the DOT and NRC regarding RAM packaging certification and regulatory issues and user guidance; and
provides classroom instruction and technical support to DOE national laboratories packaging courses sponsored by the DOE PCP.
Services, including business travel, shall be provided using SRNS processes and procedures. Functional and programmatic guidance will be provided by the DOE PCP Manager including direction to conduct business travel.

REQUIRED QUALIFICATIONS
Education:
BS degree in Engineering, Math, or Science and 15 years of experience in nuclear package safety supporting the Department of Energy (DOE) or the commercial nuclear industry.

Experience/Skills:
Ten years of experience as a Hazardous Materials packaging engineer or manager. An emphasis on Type B and fissile packaging (i.e., 10 CFR Part 71), including package safety compliance
review/evaluation, testing, and fabrication & procurement is preferred.
Previous experience with and implementation of 10 CFR Part 71, 10 CFR 71 Subpart H, 10 CFR 830, 49 CFR 171 -178, DOE O 460.1D, DOE O 461.1C and related standards and guides is required. Proven ability to solve complex problems in the field. Work history demonstrating personal accountability for project schedules, deadlines, budgets, and the safe performance of work. Understands and applies discipline's advanced theories, concepts and art with advanced knowledge of related competencies.
Preference will be given to those candidates who have contributed to advancing knowledge in Radioactive Material (RAM) Package Safety Documentation and Program expertise through various
avenues such as internal and external publications, course instructor, or professional society presentations.

Work Hours:
The specific work schedule will be defined based on the specific work assignments required by the DOE PCP Manager. Schedule will not exceed 40 hours per week. No overtime is authorized.

 

Area Security Access:
A DOE “Q” security clearance is required for this position. Candidate must have an active DOE “Q” security clearance to perform assigned duties. Preference will be given to qualified candidates who
currently possess an active DOE “Q” security clearance. In addition, qualified candidates, who previously held a DOE “Q” security clearance, terminated less than 24 months and are still within the reinvestigation period, will also be considered acceptable with the reasonable expectation that reinstatement to an active “Q” clearance can occur within a month.
No background check is required if “Q” cleared or meets the preference requirements noted above.

Qualifications;

Previous experience with implementation of 10 CFR Part 71, 10 CFR 71 Subpart H, 10 CFR 830, 49 CFR 171 -178, DOE O 460.1D, DOE O 461.1C and related standards and guides.

Familiar with Radioactive Material Package (RAM) Safety Programs and considered a RAM Package Subject Matter Expert

Proficient performing RAM package application reviews, compliance assessments, and quality assurance audits.Proven ability to solve complex problems in the field

Work history demonstrating personal accountability for project schedules, deadlines, budgets, and the safe performance of work.

Understands and applies discipline's advanced theories, concepts and art with advanced knowledge of related disciplines

A DOE “Q” security clearance is required for this position. Candidate must have an active DOE “Q” security clearance to perform assigned duties.
Preference will be given to qualified candidates who currently possess an active DOE “Q” security clearance.
