Program Subject Matter Expert A

Candidate shall provide Program Management and Planning Integration leadership and coordinate and lead senior management team in the development and implementation of strategic issues to advance the Tritium mission.  Duties require building collaborative relationships to execute strategic initiatives.
Duties require preparing Business Plans for various Defense Programs initiatives.  
Develop work authorization and multi-fiscal year baselines in support of NNSA Programs and document process.
Develop and implement management systems and tools for managing mission-driven staffing and document process.
Manage SRNS contract changes and performance related to Defense Programs.
Provide NNSA Program management knowledge transfer to next generation of SRTE Program Managers.

Candidate shall provide effective programs development management for uncovering, assessing, developing, and exploiting new missions and technology available at SRS in support of Transition and Reconfiguration efforts.  The results will result in new missions, mission changes or a broad range of options which range from stimulating the start-up of new businesses and establishing new programs at SRS.

Manage the process for uncovering, evaluating, recommending, product/business/technology development and the implementation thereof with respect to facilities, personnel and other SRS initiatives.  Promote these same on broad basis at SRS, within the DOE complex, and in the commercial and university segments of the U.S. economy, and internationally.  Program manage these new program initiatives for a period of up to one or more years.  Provide preliminary legal support and financial analysis support for these activities.  Develop, manage and consolidate all related budget and documentation requirements to justify and obtain funding for these programs and to manage their implementation.  Develop, promote, and implement new SRS based “Centers of Excellence,” cooperative research and development agreements, work for others activities, development and spin-off of new businesses, and the creation of other “affiliations, partnerships and consortium” for the purpose of enhancing the DOE/NNSA mission requirements built around defense, environment and technology transfer.  Provide the marketing for SRS technical capabilities, diversification and derivative programs.

Work Hours:
Nominal 32 hours /week or 40 hrs/week.  Flexible schedule to accommodate SRTE management needs.

Area Security Access:
Q- Clearance required or a completed DOE reinvestigation within last five years, such that Q-Clearance can be readily activated.

Bachelor of Science degree in a technical area with 20 years broad experience in engineering, operations, marketing, strategic and business planning or a Masters Degree in a technical area or a Master of Business Administration with 16 years broad experience as described above.

Candidate must possess a minimum twenty (20) years experience in program and cost management and planning and in facility management and planning. 

Candidate must have strong problem solving, analysis and interpersonal skills as well as oral and written communication skills.

Candidate must have ability to develop programs, budgets, and manpower requirements to support related strategies and initiatives.

Candidate shall demonstrate experience managing U.S. and International NNSA related projects and programs and have a unique knowledge of the tritium supply chain to support re-establishment and sustainment of tritium production capability.

Candidate shall demonstrate experience with Federal Budget Process with NNSA emphasis and familiarity with DOE and NNSA Directives.

Computer Experience (proficiency) in basic software application to include, Excel and Microsoft Word.
