Senior Nuclear Processing Support - Environmental Management Operations

GENERAL DESCRIPTION OF SERVICE

Provides mission, program and facility support for EM Operations, DOE-EM, NNSA and SRNL to resolve Environmental Management Operations technical issues relating to nuclear material operations.  
    
DUTIES
Provide technical support services to Savannah River Nuclear Solutions (SRNS) across several broad areas such as nuclear safety, nuclear systems, nuclear processing, nonproliferation, safeguards, and nuclear operations.  Some major areas may include the following:

•    Provides briefing papers and strategy documents to management on SRNS operations
•    Canadian HEU unloading design review and program support
•    Detailed review of Plutonium Disposition plans, initiatives, and execution.
•    Lead assessments at MOX and at EM facilities
•    Mission and strategic planning for H-Canyon
•    Troubleshooting processing of nuclear materials and processing equipment problems
•    Remote equipment design and operations
•    Strategic planning for Plutonium, Highly Enriched Uranium, and Used (Spent) Nuclear Fuel disposition including HFIR, especially HEU Blend-down and Dry Storage of Spent Fuel
•    HEU Blend Down program, LEU trailer forecast and TVA interfaces
•    Prioritization of Used Nuclear Fuel processing in H Canyon to reduced roll-up limits in L Basin
•    Strategic planning on Fuel Cycle RD&D activities including H-Canyon
•    Next Generation Safeguards Initiative (NGSI) process monitoring equipment design, fabrication, and testing (cold and hot)
•    Project Technical, Readiness and Risk reviews
•    Operational Assessments of projects
•    Accident investigations (as needed)
•    Review and critique of various documents prior to submittal to DOE
•    Management briefings and training
•    Intelligence, counter-terrorism, counter-proliferation and security special questions
•    Non-proliferation concerns
•    Strategic input to discretionary SRNL research programs
•    Facilitate discussion and identification of strategic partnering organizations
•    Historical SRS operations and facility histories
•    Conduct of Operations and HPI 
•    DNFSB interface
•    235-F Deactivation 
•    Support for mobile Assessment, Conduct of Operations, technical approaches
•    Startup of Plutonium processing in H-Canyon and HB-Line and ongoing operations

REQUIRED QUALIFICATIONS 

Combined Education and Industry Experience:   
B.S. Degree in a Technical Discipline, combined with at least 20 years of nuclear material/chemical separations and canyon processing experience 

Experience/Skills:     
•    Properties and characteristics of nuclear weapons and components, nuclear materials such as 239Pu, 238Pu, 237Np, 233U, HEU, LEU, NU, 241Am, and other unique and rare isotopes
•    Knowledgeable of fuel cycle, spent fuel storage and waste disposition pathways
•    Nuclear system operations including: building air supply, exhaust, exhaust filtration (HEPA and sand filter), chemical storage and distribution systems, steam, cooling water supply and return, compressed air (breathing, instrument, process, and plant), electrical, nuclear criticality alarm systems and their control schemes including distributed controls 
•    Transportation operations including Spent Fuel casks, Type B shipments of special nuclear materials such as 238Pu, 239Pu, 237Np, 241Am, HEU, LEU, and weapon components, Safe Secure Transport, Type A shipments 
•    Safety analysis basis for Hazard Category II nuclear facilities, criticality safety analyses, and environmental impacts
•    Extensive experience with remotely operated equipment. Hot cells, heavily shielded facilities, glove boxes, large remote systems, and geometrically controlled equipment
•    Ability to integrate nuclear safety, operations, MC&A safeguards, security, and chemical processes
•    DOE orders and directives, interactions between DOE weapons complex sites

WORK HOURS:      Work hours will be scheduled by SRNS Senior Management on an as required basis mutually agreed by the parties, with hours paid as actually worked and invoiced.

AREA SECURITY ACCESS:    A security clearance is not initially required: however, candidate must be capable of obtaining a Q clearance if required to perform assigned duties.
